新时期加强公安专业化建设的思考——基于南京市公安局鼓楼分局的实践

摘　　要：面对社会治安形势出现的新情况、新问题、新挑战,公安机关必须牢牢把握深化公安改革的历史性机遇,加强公安专业化建设,在不断变化的形势和日益严峻的挑战面前始终把握主动权。通过加强维稳专业化建设、做强分类派警专业处警机制、推进类别案件专业队建设、推进刑事技术专业化建设、创新现场合成勘查机制、建立警务站专职巡防力量、加强基层警种岗位专业化建设等一系列改革,基层公安机关可以有效推进警力"无增长"改善,同时实现案件警情下降、破案打处上升、治安环境不断改善、群众安全感满意度不断提升的综合效能。Facing with new challenges of public security work, it has become crucial for public security organs to grasp the historical opportunity to carry out reforms and strengthen the professional construction in the new era. A series of activities have been conducted, including the specialization of stability maintenance work, the enhancement of the alarm and command system, the construction of specialists for case dealing, the promotion of criminal technology construction, the creation of site comprehensive investigation, the establishment of police service station and full-time patrolling system, the specialization of all types of police at grass-roots level. These measures have increased the efficiency of police work with “zero” increase on police force and results in the decrease in the incidence and public cases and increase in the solution rate. The innovative programs have improved the public order and the satisfaction of citizens and the integrated efficiency has been achieved.
