关于山东省工会服务职工工作体系建设情况的调查报告

摘　　要：职工服务中心是新形势下工会做好服务职工群众工作的重要平台。为了贯彻落实中华全国总工会要着眼于更好地满足职工群众多层次需求、努力构建服务职工工作体系总体要求和工作部署,山东省总工会组织专门力量进行调查研究,单独或与党政有关部门联合制定一系列政策,采取多项措施,努力推进全省服务职工工作体系的建立和完善。本报告认为,中国工会十四大闭幕以来,全省服务职工工作体系建设取得显著成绩,同时也存在以下主要困难和问题:一是各地职工服务中心建设发展不平衡;二是职工服务中心工作基础不够牢固;三是资金严重不足制约了服务水平的提高;四是服务职工工作网络建设有待进一步健全;五是服务中心领导体制和工作运行机制有待完善。为了加强全省服务职工工作体系建设,并进一步完善这一工作体系,我们提出如下对策建议:一要加强服务网络建设,延伸链条,统筹推进;二要积极开展普惠服务,全员覆盖,培植亮点;三要建立工作保障机制,增强实力,强化服务;四要理顺内部工作机制,合力推进,高效运转;五要深化服务品牌打造,服务升级,创新发展。Staff service center is an important platform for trade unions to serve staff under the “New Normal”. In order to implement the generalrequirements and work arrangement of ACFTU （All China Federation of Trade Unions）, which is to satisfy staff’s multi-level demands better andwork hard to build working system of serving staff, federation of trade unions in Shandong province organized a specialized team to investigate,make a series of policies and take lots of measures independently or cooperated with Party and relevant departments to work hard on building andperfecting the working system of serving staff in the province. According to the report, the working system has made remarkable achievements sincethe conclusion of the 14th National Congress of ACFTU. However, there are still some difficulties and problems in this system： firstly, there are gapsamong the developments of staff service centers in different areas; secondly, the working foundation of staff service center is not stable enough; thirdly,a serious shortage of fund restricts the increase of service level; fourthly, the internet construction of serving staff needs to be improved further; fifthly,leadership system and working operation system of service center need to be perfected. So, to strengthen its work system construction in Shandongprovince and to further improve this system, we put forward the following policies： firstly, consolidate the construction of service network, extend itschains and achieve integrating development; secondly, carry out inclusive service actively and make sure full coverage as well as highlights cultivation;thirdly, set up job security mechanism, increase the strength and improve the service; fourthly, straighten out internal working mechanism, make jointefforts to put forward the progress and run it efficiently; fifthly, deepen the building of service brand, update the service and innovate the development.
