摘　　要：就海绵城市建设规划编制过程中存在的问题及遇到的挑战进行梳理,探索将海绵城市建设规划融入现行法定规划体系的思路及方法,从总体规划、详细规划2个层面提出指标落实和管理控制要求,以期同步城市规划进程,全面推进海绵城市规划顺利实施。In this paper, existing problems and challenges in the planning of sponge city construction are summarized,and ideas and methods for integrating the planning of sponge city construction into the existing legal planning system are explored. The requirements for the fulfillment of the indicators and management control are put forward from the two perspectives of overall planning and detailed planning, in order to synchronize the processes of urban planning and sponge city planning and comprehensively promote the smooth implementation of sponge city planning.
