摘 要:以政府和航空公司的视角建立航班时刻资源配置的一般均衡模型来预测其配置效率,按照航空公司的需求偏好和政府的支付意愿将时刻资源分为不同的圈层,提出了时刻资源配置效率的圈层结构理论。在圈层结构中,时刻资源的配置效率与航空公司的需求偏好成正比,与政府支付意愿成反比。不同的时刻资源供给圈层对应着不同的效率,政府供给意愿与航空公司需求偏好的契合对于航班时刻资源的配置效率极其重要。From the perspective of government and airline companies,ageneral equilibrium model of the allocative efficiency of resources for time schedules is built in order to forecast its allocative efficiency.The resources for time schedules are divided into different layers according to the demand preference of airline companies and the government's willingness to pay.The layer-structure theory of the allocative efficiency of resources for time schedules is proposed.In the layer structure,the allocative efficiency of resources for time schedules is directly proportional to the demand preference of airline companies and inversely proportional to the government's willingness to pay.Different layer structures of resources for time schedules correspond to different efficiencies.The correspondence between the demand preference of airline companies and the government's willingness to pay is extremely significant for the allocative efficiency of resources for time schedules.
