铜仁市116家企业职业健康标准化建设中职业病防制现状

摘　　要：目的了解铜仁市中小企业在职业健康标准化建设中职业病防制现状及存在的问题,为职业病防制监督管理工作提供依据。方法 2013—2014年参与铜仁市安全生产监督管理局对铜仁市工业企业职业健康标准化建设检查工作,通过现场检查、听取汇报、查看资料等方式,调查铜仁市辖区内116家企业,检查收集各企业在职业健康标准化建设过程中,针对职业病危害,在制度建立、机构设置、对劳动者健康教育、工人职业健康检查等10个方面的情况。结果 116家企业接触职业病危害因素的职工占职工总数的64.18%;97.4%的企业制定了职业病防治管理制度,93.1%的企业设置了职业病管理组织机构,88.8%的企业配备了专兼职的职业卫生管理人员,60.37%的企业开展了职业健康检查工作,100%的企业进行作业场所有毒有害因素检测,1.7%的企业进行职业有害因素日常监测;接触危害工人的检查率为22.1%。结论该市企业在职业健康标准化建设中,避重就轻,重制度轻落实,未切实完成企业自身职业病防治的主体责任。[Objective] To understand the current situation and problems of occupational disease prevention during the development of occupational health standardization in middle and small-sized enterprises of Tongren City,provide the basis for supervision and management of occupational disease prevention. [Methods]By participating in the inspection of occupational health standardization process by Tongren Administration of Work Safety from 2013 to 2014,116 enterprises were investigated with the methods of on-site inspection,listening to the reports,and looking over the materials. The data on 10 aspects,such as system building,structural establishment,health education among workers and physical examination,were collected in all enterprises. [Results]Among 116 enterprises,64.18% of the workers were exposed to the occupational hazard factors. 97.4% of the enterprises had established the system of occupational disease prevention and management,93.1% had setup the organization for occupational disease management,88.8% were equipped with professional occupational health manager,and 60.37% had implemented occupational health examinations. 100% of the enterprises had carried out the monitoring of toxic and harmful factors in workplace,1.7% had performed the daily monitoring of occupational hazards,and 22.1% of exposed workers had received the physical examination. [Conclusion]During the process of occupational health standardization,some enterprises avoid the major issues and do not effectively implement their responsibility on occupational disease prevention.
