互联智慧分级诊疗服务体系的探讨与体会

摘　　要：为顺应新医改要求,根据河南经济社会和卫生事业发展实际情况,借鉴国内外分级诊疗做法,按照"平等自愿、资源共享、优势互补、协同提高"原则,以"技术纽带为核心,IT纽带为工具,政策纽带为方向"的互联智慧分级诊疗合作模式,逐步建立区域学科联合体,实现学科之间融会贯通,构建了以三级医院为龙头,以市级医院为区域中心、以县级医院为基础纽带、以社区卫生服务中心/乡镇卫生院为预防教育网底,构建了符合省情的分工明确、覆盖广泛、资源共享、互联智慧、服务同质、便民惠民的分级诊疗服务体系。AbstractIn order to comply with the new medical reform requirements, our hospital summarize the actual condi- tions of economic and social development and health service development in Henan province; use the experience of domestic and intemationalhierarchical diagnosis approach for reference; follow the principles of ＂equality and voluntariness, resource sharing, advantages complementarity, coordinated improvement＂ ; form interconnected wisdom hierarchical diagnosis cooperationmode with technology as core, IT as tool and policy as direction; gradually establish a regional discipline association and finally construct a hierarchical diagnosis service system with tertiary hospital as leader, municipal hospital as regional centre, county-level hospital as basic link and community medical （service）centre/township health center as bottompreventive education. This service system is in line with the status of Henan province with clear division of responsibility,wide coverage, resource sharing, interconnected wis- dom, service homogeneity, convenience and benefit of people.
