摘　　要：在低碳时代,发展低碳经济成为未来实现可持续发展的必经之路。该文论述了中小城市低碳经济发展模式的战略定位、发展目标、发展模式,提出相应的运行机制及政策建议,旨在转变中小城市发展模式,实现绿色发展、可持续发展与资源环境保护的双赢。In the low carbon era, the development of low-carbon economy has become the only way to realize the sustainable development in the future. This paper discusses the strategic positioning, development goals and its models of the low-carbon economy in the small and medium -sized cities, then put forward the corresponding opera- tion mechanism and policy advices, aiming to and to achieve green, sustainable development change and a the development model for the small and medium-sized cities win-win situation of protection for resources and environment.
