中小城市城镇化发展与耕地资源协调发展研究——以江汉平原为例

摘　　要：该文通过对江汉平原16个县域行政单位城镇化发展与耕地资源承载力的实证研究,归纳总结了江汉平原城镇化与耕地保护协调发展中存在的问题;以问题为导向构建江汉平原中小城市城镇化与耕地资源协调发展模式,提出在城镇化进程中加大对土地利用方式的优化与耕地保护力度,实行差别化的国土政策建议。This paper chooses 16 county-level administrative units of Jianghan Plain to make the empirical study on urbanization development and carrying capacity of cuhivated land resources. It summarizes the existing problems of the harmonious development of urbanization and farmland protection in Jianghan Plain. Therefore, it proves the issue- oriented construction of coordinated development mode of medium and small cities urbanization and cultivated land resources in Jianghan Plain. It proposes that to increase the optimization of land use patterns and farmland protection efforts in the process of urbanization, and make the implementation of differentiated land policy recommendations. In this paper, not only the scientific, rational and sustainable intellectual support, but also the reference policy and decision making are provided for the coordinated development of small and medium cities ur- banization and cultivated land protection in Jianghan Plain.
