新常态下加快中小城市创新驱动发展的对策研究

摘　　要：新常态下中小城市面临科技资源配置行政化、人口资源竞争加剧、科技成果转化难、创新融资供给不足、创业孵化水平较低等问题,加上中小城市自身在区域中的竞争力远弱于大城市,使得中小城市的创新创业发展面临巨大挑战。自党的十八大作出创新驱动发展的重大战略部署后,新型城镇化、供给侧改革、"双创"浪潮又为广大中小城市带来创新发展的政策契机,加快中小城市创新驱动发展势在必行。新常态下中小城市创新发展机遇与挑战并存,通过借鉴成功案例,提出加快推进中小城市创新发展的对策。Under the new normal condition, small and medium-sized cities are faced with the problem of ad- ministrative allocation of scientific and technological resources, intensified competition of population resources, dif- ficulty in transforming scientific and technological achievements, insufficient supply of innovative financing and low level of incubation, and their competitiveness in the region is much weaker than big cities, making small and medi- um-sized cities of innovation and entrepreneurship development faces enormous challenges. Since the 18th National Congress of the Communist Party of China （CPC） made a major strategic plan for innovation-driven development, the new-type urbanization and supply-side reform and the ＂double creation＂ tide bring about opportunities for in- novation and development of small and medium-sized cities, and accelerate the development of small and medium -sized cities. Under the new normal condition, the opportunities and challenges of small and medium-sized cities innovation and development coexist. Through drawing lessons from the successful cases, the countermeasures of ac- celerating the innovation and development of small and medium - sized cities are put forward.
