摘　　要：该文从中国住房供应制度的历史演变出发,介绍了中国住房供应制度因经济发展模式转变而演变的几个阶段及推动这些演变背后的历史逻辑,继而分析了当前中国住房供应制度存在的主要问题与挑战。该文的贡献在于,在新型城镇化的背景下,基于住房供应制度创新的理论基础,提出"保障住房、社会住房、市场住房"三位一体的住房供应体系,尤其对"社会住房"的内涵和功能定位进行了全面阐述。在此基础上,该文提出一系列针对性的政策建议,对完善中国住房供应体系有一定的思想启示意义和政策实用价值。This chapter examines the transformations of housing provision system in China since the establish- ment of P.R.C. Speical focus is given to how the changes of housing provision system affects the formation of indus- trialization and urbanization in China since the late 1980s. The advantages and perils of this model are discussed. Further, we analyze how the current housing provision system should be reformed to meet the stragetic chanllenge of new urbanization model. Paricularly, a three-in-one housing provision model is proposed, which includes： public housing, social housing and market housing, especially the connotation and function orientation of ＂social housing＂ are interpreted. On this basis, this paper puts forward a series of targeted policy recommendations, which has some ideological implications and practical value of the policy to improve the housing supply system in China.
