多元融合的社区共治模式创新研究——以北京奥运村为例

摘　　要：围绕党的十八大提出的完善基层民主制度、加强基层社会管理和服务体系建设的战略部署,本文以北京市朝阳区奥运村为案例,深入解析奥运村实践中探索出的"1+3"一核多元、融合共治这一社区治理服务创新模式,探讨其形成的三大平台、四大机制,两大街道级品牌、六大社区级品牌的服务体系机制。本文指出,该模式实现了街道与社会单位间的良性互动,为街道办事处和社区工作搭建了一个沟通和互动的桥梁,同时更为优化社会治理服务创新、夯实社会建设基础、激活社会活力、加强社会参与,提供了强有力的理论与实践支持。For thoroughly applying the Party＇s 18th Congress of CPC spirit, and earnestly implementing ＂the work plan of Beijing city community governance and service innovation experimental area establishment＂ of Beijing Civil Affairs Bureau, the Olympic Village street of Chaoyang District in Beijing explores the community governance service mode in practice named ＂1 ＋ 3＂, namely, a core with muhielement and fusion governance , and thus forms Three platforms, Four mechanisms, Two street level brands and Six community level brands. This new mode is conducive to realize the benign interaction between the street and social unit and build a bridge of communication and interaction for the sub-district office and community work. What＇ s more, this mode may provide a strong theoretical and practical support of optimizing the social governance service innovation, strengthening social construction, stimulating the social vigor and enhancing the social participation.
