摘　　要：十八大以来,习近平总书记多次强调:"着力建设平安中国""坚持总体国家安全观",这从顶层设计上要求以总体国家安全观指导平安中国的建设。作为国家治理有机组成部分的边疆治理,仍以总体国家安全观为取向,追求和建设平安边疆。以边疆政治安全为根本、经济安全为基础、社会安全和文化安全为保障的平安边疆,不仅是边疆民众公共安全的迫切需要,而且是实现边疆民族团结和宗教和顺的基本要求,更是国家安全的重要保障。通过发展和保障边疆民众的根本利益、坚持以法治为根本治理方式等途径,可能有助力于平安中国梦想的实现。After the eighteenth congress of the Communist Party, the General Secretary Xi Jinping repeatedly stressed：＂ Take efforts to build a peaceful environment in China＂, ＂Adhere to the concept of overall national security＂.This requires the concept to guide the construction of peaceful China from the top level design. The frontier governance, as an organic part of the national governance, still pursuits and builds the peaceful frontier with the overall national security concept as the orientation. The peaceful frontier is the urgent need for the public safety, and is the basic requirement of frontier ethnic unity and religious harmony. It is an important guarantee for national security. Through the development and protection of the fundamental interests of the people in the border areas, adhering to the rule of law as a fundamental way of governance and other ways, this may help achieve the dream of peace in China.
