善治与陆地边疆治理

摘　　要：陆地边疆治理是国家治理体系和治理能力现代化建构的重要议题,"边疆"的特性凸显治理的紧迫性。其作为国家政治地理空间的重要单元,须明确在现代民族国家战略框架下治理的理想目标及为了实现这种理想国家和边疆自身在治理体系和治理能力建构中应该把治理置于世情、国情、党情及边疆内部具体实际的现实环境中,并基于这样的现实为治理的最佳状态即善治寻求权威性、合法性来源。尽管善治理论拥有丰富的价值内涵和一套相对独立的价值判断标准,但因为其理论基础即自由主义和后现代主义的缺陷和西方化,必然要求国家和边疆地区在建构符合国家和边疆具体实际的治理体系和治理能力的具体实践中不断推动善治理论的中国化、边疆化。The land frontier governance is an important issue in the construction of national governance system and the capacity of governance modernization, and its characteristics highlight the urgency of the governance. An important element, as a national political geographic space, must be clear in the strategic framework of modern national governance in order to achieve the ideal goal and the system of governance and governance capacity in the construction of ideal state and the frontier itself. It should put governance into the world situation, the party situation and the actual reality of frontier internal environment, seeking for the authoritative and legal source of good governance. Although the theory of good governance has rich connotation of value and a judgment standard of relatively independent value, because of its theoretical basis： defects and westernization of liberalism and postmodernism, the governance system should be constructed according to the inevitable requirement for the state and the border areas, and the specific practice of the actual governance system and governance capacity of the frontier constantly promotes the theory of good governance in China and the frontier.
