广东省农业标准化示范区组织模式的经济学探讨及其优化研究  

Economic Discussion on Organization Pattern of Agricultural Standardization Demonstration Area in Guangdong Province and its Optimization Research

摘　　要：农业标准化示范区建设是探索传统农业向现代农业转变的有效途径之一。本文介绍了广东省农业标准化示范区的发展现状,从诱导驱动力以及对示范区建设投入两方面,对广东省农业标准化示范区的组织机理与模式进行重点研究。结果发现,在利润最大化目的的驱动下,以专业大户、农业合作社、农业企业等为代表的私人部门是示范区运营的主体;而政府部门为代表的公共部门为实现政治目标或其他利益目的,会以政策倾斜、财政支持或技术投入等方式主导或引导示范区建设;私人部门与公共部门在示范区建设上是相互协作配合的关系。最后,提出以市场为导向、完善相关支持政策、建立各主体间良好的利益联结机制的建议。The construction of agricultural standardization demonstration area is one of the effective methods of agricultural modernization. In this paper, the achievements and organization patterns of agricultural standardization demonstration area in Guangdong Province are introduced; the organization and mechanism of agricultural standardization demonstration area in Guangdong Province are focused on from the aspects of induction driving force and demonstration area investment. The results shows that, by the drive of profit maximization, the private sectors, represented by specialized households, agricultural cooperatives, agricultural enterprises, are the main body of demonstration area operation; while the public sectors, represented by government departments and scientific research institutes, led or guided the construction of demonstration area by policy tilt, financial support or technical input, to achieve political goals or other interests; the private sectors and public sectors have a cooperative relationship with each other in the construction of demonstration area. Finally, some suggestions are put forward, including to the market oriented, improving the relevant supporting policies, and establishing a good mechanism for interests of main body.
