绿色发展理念视角下民族地区生态资本运营与生态补偿耦合问题探讨

摘　　要：我国民族地区既是一个自然资源相对富集的地区,同时也是一个生态环境极为脆弱的地区,因此坚持绿色发展理念,走生态资本运营之路,成为必然选择。文章阐述民族地区生态资本运营实践成效,研究认为生态资本运营效率会受到生态资本损耗程度大小的影响,通过生态补偿与生态资本运营耦合能增强运营能力,有效解决运营失灵问题。文章构建了生态资本运营与生态补偿耦合机理,建立耦合判断准则,利用生态资本运营与产业融合、贫困治理协调发展以及"互联网+"协同发展等多条途径实现耦合,从而提高生态资本运营的"造血"能力,减轻对"输血式"生态补偿的依赖。Ethnic Regions in China are not only a relativelY rich natural resources of the region, but also very fragile for the ecological environment. Adhering to green development concept, and taking the road of Eco-capital operation, have become an inevitable choice. The article discusses the effectiveness of Ethnic Ecological Capital operation practices, suggest that the ecological capital operating efficiency is affected by the size of the ecological capital loss level, through the coupling of ecological compensation and ecological capital can enhance the operational capacity and there is an effective solution to operational failures. This reseach built the coupling mechanism of ecological compensation and ecological capital operations, establish coupling criterion, the use of ecological capital operation and industrial integration, multi-channel coordinated development of poor governance and ＂Internet ＋＂ collaborative development to achieve coupling, thereby enhance the ＂blood＂ capacity of ecological capital operations, and reduce the ＂transfusion-dependent＂ type of ecological compensation.
