摘 要:针对目前船舶在港碳排放高的现象,提出了一种引入价格补偿机制的港航合作模式。即船方与港方合作让船舶在靠近港口时改变航速,实现船舶在港的"零等待",从而降低船舶在港碳排放,并通过价格补偿机制对港方和船方在港航合作模式中的收益与损失进行分配。以天津太平洋集装箱码头的船舶靠泊数据进行实例分析,发现引入价格补偿机制的港航合作模式能在降低港口碳排放的同时使船港双方实现共赢。该码头在油价低、租金高时,开展引入价格补偿机制的港航合作模式对港口最有利;而在油价高、租金低时,开展这一合作模式对港口最不利;港口应根据燃油市场和租船市场的行情适时开展这一合作模式。A brand new corporation pattern between port and shipping based on a price compensation mechanism aimed at achieving the "zero waiting" of the anchored ships as well as eliminating the carbon emission of anchored ships were put forward. That were, port and vessel operator made a collaborative efforts to change the speed of the approaching vessel and to allocate gains and loss between port and ship through a price compensation mechanism. A empirical analysis of Tianjin pacific container terminal's vessel arriving data were made. The results showed that this pattern could truly eliminate the carbon emission of anchored ships as well as helped rcalise a win - win situation between port and shipping. When the oil price was low and charter hire was high, it was very favorable for both terminal and vessel operator to introduce the cooperation pattern. But when the oil prices was high and charter hire was low, situation turned around. So terminals should try to carry out the cooperation pattern according to the fuel market condi- tion and chartering market condition.
