深圳全市域法定图则系统评估方法探讨

摘　　要：以深圳法定图则"一张图"为评估对象,在全市规划建设用地法定图则"全覆盖"后,首次尝试对全市法定图则进行系统检讨和评估。以GIS数据平台为基础,采用定量与定性相结合的方法,对法定图则管理的全过程进行评估,包括目标系评估、实施度评估和适应性评估,重点对深圳城市发展规模、功能结构、建设密度、公共设施等进行了评估分析,通过评估提出近期及年度图则修编调整的计划项目库,为控制性详细规划的评估及优化提供了方法和思路。Taking Shenzhen Statutory Chart ＂All-in-One＂ System as the evaluated object,this paper attempts to evaluate the Shenzhen City statutory charts for the first time since the ＂overall coverage＂ of the Statutory Chart projects of land use construction planning in Shenzhen.On the basis of the GIS database,and by combining quantitative with qualitative methods to fully evaluate related issues of Statutory Chart Management that include objective evaluation,operability evaluation and adaptability evaluation,the paper summarizes the contents and factors of the evaluations,especially the evaluation and analysis on urban development scale in Shenzhen,the functional structure,construction density,and public facilities.Via proposing a recent and annual planning projects adjustment database,the paper provides a method and idea for evaluation and optimization the Regulatory Planning.
