民国时期的云南省级民意机关探略

摘　　要：由于国家政局的变化,民国时期的云南省级民意机关前后经历了曲折复杂的过程,其名称也多次变化,其职权也在不同阶段各有扩大或缩小,在不同的历史阶段起到或大或小的作用。然而,由于国家和云南省各种主客观形势的影响,不同阶段所建立的省级民意机关不能从根本上改良云南的政局,也不能代表广泛的民意,其发挥的作用也不免受到局限。Due to the changes of the national political situations, in the period of the Repub- lic of China, the provincial poll-taking institutions of Yunnan with their different names in different periods experienced ups and downs, whose power and roles also changed with the changes of the times. However, because of the influence of various subjective and objective factors at the national and the provincial levels, the provincial poll-taking institutions of Yunnan at different stages could not reflect the real public opinion, nor fundamentally improve the political situations in Yunnan due to their limited functions.
