摘　　要：俄罗斯联邦政府自2012年开始颁布实施"5-100计划",将发展目标定为:加强俄罗斯世界一流大学的建设,力促俄罗斯高等院校进一步融入世界教育市场,争取到2020年有5所大学进入世界大学排行榜的前100名。政府通过加大财政投入力度和专门的制度设计吸引优秀高校参与。在竞争、甄别以及淘汰机制之下,参与高校的整体排名出现不同程度的提高,该计划实施的成效初步显现。In the 21 st century, the status of Russian colleges and universities gradually declined in the world university rankings and the global competitiveness of its higher education institutions has gradually weakened. So the Russian federal government has promulgated a series of policies to reverse the adverse situation since May 2012. The Russian government launched the scheme known as the ＂5/100 initiative＂, a multi-year project to boost the global competitiveness of Russian universities. The plan calls for at least five Russian universities to be ranked among the top 100 institutions in the world by 2020.
