摘　　要：[目的 /意义]电子公文利用问题是一个尚未受到重视的实践和研究领域。本研究尝试在高校电子公文利用服务中引入专题数据库建设能力,实现信息资源机构之间的专业能力整合,探索一种解决电子公文利用问题的新思路、新模式。[方法/过程]通过对当前高校电子公文利用模式展开调查,分析由高校档案馆主导的电子文件管理模式和校长(学校)办公室主导的高校信息公开模式存在的弊端,及其对用户需求和期望的忽视,提出引入专题数据库建设方法,从建设主体与协作机制、信息采集与著录规范、权限管理与资源共享、对外服务与用户研究等方面详述电子公文专题数据库的建设与服务,给用户提供一个全新、便捷的电子公文利用模式。[结果/结论]专题数据库在高校电子公文服务中的运用,既为电子文件管理和实践提供了不同的解决之道,也为图书馆、档案馆等信息资源机构的专业能力整合起到抛砖引玉之作用。[Purpose/significance] The subject of the utilization of electronic official documents is a much - neglec- ted research field. This study attempts to introduce the thematic database to the utilization of electronic official documents issued by universities to explore a new model. [Method/process] The author investigated and analyzed the existing utilization models of universities＇ electronic official documents-the electronic records management （ERM） conducted by the university archives and the university information disclosure conducted by the principal＇ s office--and their deficiencies. The author presented a new utilization model of universities＇ electronic official documents called the thematic database development model and gave detailed descriptions in four aspects： construction units and collaboration mechanism, data collections and cataloging rules, authority management and resource sharing, public services and user studies. [ Result/conclusion] The new model provides a new perspective of thinking and problem - solving way for the utilization of electronic official documents, and plays a valuable role in the integration of professional competencies of information resources providers.
