摘 要:以茅山保障房项目为例,探讨了近些年世界各国兴起的PPP模式在我国公共项目应用中存在的一些问题与不足。同时就PPP模式组织结构,核心利益相关者投入--利益分配协调,项目控制权分配等方面进行了探索。结果表明严格透明的程序执行,科学合理的合同体系,公平合理的投入与收益分配原则是PPP模式在我国公共设施建设中成功应用的必要条件。最后对PPP模式在我国的应用提出一些建议。Based on the example of Maoshan affordable housing project, the disadvantages of PPP model which is popular all over the world applied in public projects in China are discussed. Meanwhile, the organizational structure of PPP model, balanced investment and profit distribution of core stakeholders, allocation of project control rights and so on are explored. The results show that, strict and transparent procedures, scientific and reasonable contract system, fair and reasonable investment, and profit distribution principles are the essential requirements of successful application in China's public facility construction. Finally, some suggestions are raised for the application of PPP model in China.
