摘　　要：石油是现代社会的基础性能源,被誉为"工业的血液"和"经济的命脉",其价格关系到国民经济和百姓生活。本文分析了石油的商品属性、金融属性和战略属性,研究了供求关系、OPEC合谋、市场投机、美元汇率、地缘政治等石油价格决定因素,论述了我国油价改革的历史,提出了健全石油储备体系、加强国内油田勘探开发、实施"走出去"战略、实现石油进口地区多元化、开发石油替代能源、促进节能技术发展、完善石油税收体系、建立石油期货市场、建设竞争性石油市场体系等完善石油价格形成机制、保障国家能源安全和经济社会稳健发展的对策。Petroleum is the basic energy of modern society, which is known as ＂the blood of industry＂ and ＂the lifeblood of economy＂. Its price is in relation to national economy and people＇s daily life. Three attributes of petroleum, commodity attribute, financial attribute, strategic attribute are analyzed in this paper. It also discusses the determinants of petroleum price, such as relationships related to supply and demand, OPEC conspiracy, market speculation, dollar exchange rate, geopolitics, etc. The formation mechanism of international petroleum price and reform history of China＇s petroleum price is discussed later in the paper. Some countermeasures are presented so as to perfect the petroleum price formation mechanism and ensure national energy security and economic and social steady development, including to improve national petroleum reserve system, to strengthen exploration and development of domestic petroleum fields, to implement the strategy of ＂going out＂, to realize diversification of petroleum import areas, to develop petroleum alternative energy sources, to promote the development of energy saving technology, to perfect petroleum tax system, to establish petroleum futures market, to construct competitive petroleum market system and so forth.
