摘　　要：社会参与高等教育治理成为国际高等教育发展的趋势。我国应该借鉴国际社会的经验,通过委员会制建立社会力量参与政府决策的机制,通过董事会或理事会制度建立社会力量参与高等学校决策的机制,通过信息公开制度、听证会制度、问责制度等发挥社会公众的监督作用,并充分发挥中介机构在政府和高校间的缓冲作用。为此,我国还必须调整政府角色定位,改变政府的治理方式;完善国家立法和大学章程,建立现代大学制度;建立和完善信息公开、社会问责和监督制度。Social participation in higher education governance becomes a trend of the international higher education reform and development. China should learn from the experience of the interqational community, and create a mechanism for social participation in government policy-making through committee system, a mechanism for social participation in university policy-making through the governing board, a mechanism for social supervision through information disclosure system, hearing system, accountability system. It is also important to give full play to the role of intermediaries as a buffer between the government and the university. Therefore, it is also imperative to adjust the function and roles of governments to change its way of governance, consummate laws and university statutes to establish modern university system, and improve the system of information disclosure, social accountability and suoervision.
