摘　　要：毒品犯罪作为危害国家稳定和社会发展的严重刑事犯罪,历来被当作严厉打击的重点对象。通过实际调查发现,拉萨市的毒品犯罪既有一般地区毒品犯罪的典型性,也有当地毒品犯罪的区域性特点。受外部环境变化和自身发展影响,毒品犯罪在当地迅速蔓延、持续上升,部分吸毒人员甚至把拉萨市作为吸贩毒的"避风港",以逃避打击。文章结合当地毒品犯罪相关数据,深入分析毒品犯罪特点,总结出公安机关在打击毒品犯罪中所面临的管控难、查处难、起诉难等困境,并在结合当地毒品犯罪现状、特点和实际困境的基础上提出了毒品犯罪防控的相关对策。Drug crimes as serious criminal harmed national stability and social development, which has been considered as to crack down on the major object. Through actual investigation found that drug crimes has both general regional typicality, also has the regional characteristics of the local drug crimes.Influenced by the external environment change and its own development, drug crimes in local spread rapidly, continue to rise, some drug addicts even treated Lhasa as a drug addict ＂a safe haven＂, to avoid hit. Combining with the local drug crimes related data, deeply analyzing the characteristics of the drug crimes, the article summed up the public security organ in the fight against drug crime control facing difficult, investigate and prosecute predicament, and in combination with the local drug crimes present situation, characteristics and actual difficulties drugs, put forward related to crime prevention and control countermeasures.
