水土保持在农业发展及生态环境建设中的作用分析

摘　　要：指出了由于长期不合理地开发与利用,以及与日俱增的生产建设项目所造成地表植被毁坏、大量开挖与随意弃渣,加剧了水土流失,严重危及国家经济社会的可持续发展。在分析了水土流失对农业和生态环境建设影响的同时,从有利于农业生产发展与结构调整、避免水利设施降低综合功能、缓解水资源供需矛盾、减少自然灾害、维稳农业发展与生态环境改善,以及水土保持是社会主义新农村可持续发展的支撑、是生态环境建设的重要组成部分、是生态环境建设的基础与前提、是生态环境建设的主题工程等方面探讨了水土保持在农业生产发展和生态环境建设中的作用。Due to long--term unreasonable exploitation and utilization, the destruction of surface vegetation and large amount of excavation and waste slag caused by growing production construction projects, it not only aggravated wat- erandsoilerosion, consumed water and soil resources, deteriorated ecological environment, but seriously endangered national economic and social sustainable development. This paper analyzed the impact of waterandsoilerosion on agri- culture and ecological environment construction, meanwhile discussed the role of soil and water conservation in agri- cultural development and ecological environment construction, with the consideration of the following several aspects： soil and water conservation is conductive to the development of agricultural production and structuraladjustment, is useful to avoid comprehensive functions of water conservancy facilities to reduce, to ease up the contradiction of water supply and demand, to reduce natural disasters, to maintain steady development of agriculture and improvement of ecological environment~ and is the support for the sustainable development of new socialist countryside, the main pro- ject and important part of ecological environment construction, and the basis and premise of ecological environment construction.
