摘　　要：通过国家政策导向、城市建设需求和国内外海绵城市建设绩效评价的研究,以南宁市海绵城市建设作为实证研究的案例分析,结合《海绵城市规划编制指标与要点》以及《关于印发海绵城市建设绩效评价与考核办法(试行)的通知》(建办城函[2015]635号),科学构建了海绵城市建设中评价指标权重的计算模型,主要利用层次分析法,科学设定绩效评价指标的各自权重值,由此对各评价指标进行了排序,根据评价指标优先次序指导海绵城市的绩效评价工作,这一有关指标权重的分析模型完善了我国海绵城市建设的绩效考核程序,使得城市绩效评价能够有针对性地进行,突破了国内外海绵城市建设评价指标延续以往的大框架模式,这些绩效指标权重的科学分析在一定程度上促进了我国海绵城市建设的发展,有力地督促了海绵城市的快速成长和今后的高效运行。By analyzing the national policy guidance, the urban construction demand andthe research on performance evaluation system of sponge cityconstruction both at home and abroad, taking the spongecity construction of Nanning as the empirical research of case analysis combined with the Urban Planning Indicators with the Key Point of SpongeCity, and the Assessment Method About Printing and Distributing the Performance Evaluation of the Urban Construction and Sponge City（Trial） Notice （open city letter [2015] no. 635）, wescientificallyset upthe calculation model of evaluation index weight in the construction of spongecity. Mainly throughAnalytic Hierarchy Process, the- scientific weight setof performance evaluation indexwasdone. Based on this, the order of each indexwasdone, which could guide the performance evaluation of sponge city according to theevaluation index priority order. Sucha mathe- matical model of the index weight improved the performance appraisal program of sponge city construction in our country, made the performance evaluation of city be targeted,and broke through thebig framework mode ofevaluation indexin sponge city construction at home and abroad. Thus the scientificanalysis of performance index weight, to a cer- tain extent, promoted the development of the sponge city construction in our country, effectively urged the sponge city＇s rapid growth and the efficient functionin the future.
