摘　　要：城市公用事业往往面临既要提高经济效率,又要改善社会福利的"马歇尔冲突",市场和政府如何在公用事业发展中形成有效竞争模式是解决"马歇尔困境"的关键所在。本文以第三部门和有效竞争理论为基础,通过引入第三部门,构建"市场—政府—社会"框架下的作用模式,即MGT三方有效竞争模式,明确市场、政府和第三部门在此模式中各自的作用,并提出以转变政府职能、引入市场竞争机制、着力培育第三部门来促进城市公用事业的发展。Urban public utilities are often faced with the ＂Marshall conflict＂ , which is not only to improve economic efficiency, but also to improve the social welfare. So how to form an effective competition mode in the development of public utilities is the key to solve the ＂Marshall dilemma＂ .This paper constructs the function model of ＂market - government - society＂ ,based on the third sector and the effective competition them7. It clarifies the role of the market, the government and the third sector in this model and puts forward to promote the development of urban public utilities by transforming the government functions, the introduction of market competition mechanism, and the cultivation of the third sectors.
