结构性改革视角下农村脱贫攻坚方略——以河南为例

摘　　要：我国7000万农村贫困人口全部脱贫,是全面建成小康社会的攻坚任务。河南贫困地区在产业结构、区域结构、收入结构等方面均存在问题,贫困人口自我发展能力不足、贫困地区产业结构不合理、"三山一滩"地区扶贫问题突出。应因地施策,制定结构化的扶贫策略,对贫困地区的扶贫主体结构、扶贫要素投入结构、扶贫地区产业结构及区域结构等进行改革调整,创新扶贫攻坚策略。This paper, from the perspective of structural reform, has analyzed the issues existing in such aspects as industrial structure, regional structure and income structure in the poverty regions of Henan province. The writer thinks that Henan provincial poverty alleviation is still fncing with such new challenges as the deficiency of the poor people＇ s self-developing ability, the unreasonable industrial structure in the poverty regiuns and the serious poverty alleviation in ＂Three Mountains and One Beach＂ areas （Three Mountains and One Beach refer to the three mountains and one beach which surround Henan province respectively, Taihang Mountain in the north , Funiu Mountain in the west, Dabieshan Mountain in the south; and The Yellow River beach in the east. ） . Specific strategies for the structured poverty alleviation should be formulated based on the difterent regions and different people in Henan province to reform and adjust the main poverty alleviation structure, the poverty alleviation factors-inputting structure, industrial structure and regional structure in poverty-stricken areas, and to innovate crucial poverty alleviation plan. Poverty eradication should he achieved in the poverty-stricken areas as soon as possible.
