摘　　要：社会组织在社会治理中发挥着十分重要的作用。目前存在着法律法规体系不完善、社会组织和政府关系尚未理顺及自身发展不足等现实困境。促使社会组织更好地参与社会治理,需要制定并完善相应的法律法规,保证社会组织的合法性;改革双重管理体制并理顺与政府间的关系,提高社会组织的先进性;加强社会组织自身建设,保持社会组织的独立性。Social organizations play a very important role in the social governance. Not only is advantageous to the realization of ＂civil society＂ , also help to promote social harmony and stability. But there are some practical difficulties, such as imperfect legal system, social organizations and government relations has yet to straighten out and lack of their own development. To encourage social organizations participate in social managemenl better, we need formulate and perfeet the relevant laws and regulations to ensure the legitimacy of the social organization; reform the double management system and handle the relations between the government and the social organization to keep the advantage in the social organization; strengthen the construction of social organization itself to improve the independenee of the social organization.
