摘　　要：我国制定了很多促进新能源汽车发展的政策措施,实践中又面临着以传统政策手段为主、政策着力点不够精准、实施有效性差等问题。需要从新能源汽车的成长特性和政策需求出发,总结政策实践中的经验和教训,改进、完善包括政策制定机制、放宽市场准入、研发支持方式创新、财税补贴政策调整、产业发展环境建设等在内的新能源汽车政策体系。Though Chinese government has made many policies to promote new energy vehicles industry develop, there are lots of problems in actual practice, such as depending on conventional instruments, lacking of precision and validity. Therefore, based on development characteristics and policy demands of new energy vehicles industry, the policy system of new energy vehicles industry needs to be improved, including optimizing mechanism of making policy, relaxing market access, supporting technology research, adjusting finance and taxation policy, constructing develop environnlent.
