工伤保险省级统筹管理的问题与反思

摘　　要：工伤保险是世界上最早建立的社会保险制度之一,在社会保障体系中占有重要地位。我国工伤保险制度启动时间不长,相关制度设计及管理机制尚不完善,基金统筹层级问题一直困扰着工伤保险制度的管理。根据我国《社会保险法》的相关规定,工伤保险基金也要逐步实行省级统筹。但是,由于工伤保险制度自身的特殊性,工伤保险基金的统筹管理层级并非越高越好。除了基金的共济能力和抗风险能力外,政府和企业主体的责任意识、制度保障的公平性等问题也应重点考虑。适度的工伤保险统筹层次应当与政府的管理主体责任、企业的工伤事故防控能力相适应。可考虑在"市级统筹+省级调剂金"的基础上,通过发挥"行业差别费率"和"浮动费率"机制的调节作用。As one of the earliest established social insurance systems in the world, working injury insurance plays a significant role in the China′s social security system. It′s not a long time since the working injury insurance system was established in China, and there always exists several management issues, the system designation, flawed management mechanism, especially the problem of fund pooling plagued with the management of working injury insurance system. According to China′s Social Insurance Law, the working injury insurance fund should be implemented gradually. But due to work injury insurance system′s special nature, it′s not advised to make the overall management level of the work injury insurance fund as high as possible. Except for the function of mutual assistance and anti-risk, the sense of responsibility of the government and the employers and the fairness should be considered. System security should also be considered. The pooling level of working injury insurance should coordinated with the responsibility of government and other liability bearers and the work-related accident prevention of enterprises. Based on the municipal polling and provincial adjustment fund, It′s advisable to prevent the occurrence of working accidents by making use of the adjustment functions of working differential rate and floating rate, strengthening government′s regulatory awareness and corporate sense of responsibility.
