摘　　要：全球价值链的深入发展,对国际经济治理提出了兼顾国际和国内规则的内在要求,如何处理国际规则与国内规则之间的关系,成为新兴大国必须加以应对的紧迫挑战。经典的国际关系"规则治理"研究主要单向度地关注国际制度和规则的功能、效果及其如何影响国家内部治理。从更广泛的视角看,围绕国际与国内治理之间关系的研究主要有"配合论""扩散论"和"互动论"等观点。将这三种视角的核心逻辑纳入"规则治理"路径,有助于深化有关国际与国内经济治理之间关系的认识。通过"国内化"和"多边化",国际经济规则贯穿于国内和国际经济治理,治理效率的优化是规则流动的动力,国际权力结构塑造规则流动和变化的基本方向。在规则流动分析视角中,规则能力是国家规则优势的基础,规则制定权是国家影响规则流动的关键,也是国家统筹国际国内规则的核心。The Global value chains(GVCs)require the coordination of international and domestic governance in the new generation of international trade and investment rules,and the problem of coordinating international and domestic rules have become a severe challenge for rising powers.The classical approaches of rule-based governance,focus on the function and effectiveness of international institutions and rules,and analyze how international institutions influence domestic governance.From a broader perspective,the studies on the relationship between domestic and international governance,including the distribution of domestic economic welfare influence on open economy,the diffusion of policy in the international political economy,and the interaction of global and domestic governance,can be used to expand the view of rule-based governance.The integration of those theoretical perspectives contributes to understanding the relationship between domestic and international governance in greater depth.The internalization and multilateralization of rules connect the governance at domestic and international levels,the internalization and multilateralization is driven by the optimization of governance efficiency and shaped by international power structure.In the process of internalization and multilateralization,the international institutional power of states is mainly determined by the ability to adapt to the change of rules and the quality of domestic governance.
