社会工程的特点及其对治理实践的意义

摘　　要：社会工程是建构性的社会变革实践活动,它的基本特点和核心内容是预设社会发展模式,实质是社会关系的再生产过程,思维特点是综合集成。社会工程是社会主义建设的实践特点:一方面,中国实践的成就和经验催生了社会工程研究,改革开放不断为社会工程研究提出新课题;另一方面,社会工程的发展对中国实践的经验总结具有重要指导意义。当前,我国经济社会发展进入"新常态",以习近平同志为核心的中央领导集体形成了以"四个全面"为核心的治理思想,体现出鲜明的社会工程思维特点,特别是其中的导向思维、系统思维、辩证思维和底线思维,是新常态下深入推进改革开放的方法论要求。Social engineering,a constructive practice of social change,revolves around the design of social development models. In essence,social engineering is a reproduction process for social relations,characterized by a comprehensive integration of thinking. Social engineering is the practical feature of socialist construction. China＇s achievements and experience have given birth to practical research on social engineering. On the one hand,the nation＇s reform and opening- up drive has extended the bounds of scholarship on social engineering,while on the other hand,the development of social engineering carries vital significance for the study of experience gained and lessons learned in the reform and opening- up drive. At present,China＇s socio-economic development is in the phrase of＂new normal＂. The collective central leadership with Comrade Xi Jinping as the core has developed a governance concept based on the ＂four comprehensives＂with clear manifestations of the characteristics typical of thinking on social engineering,particularly orientation thinking,systemic thinking,dialectical thinking and bottom-line thinking. The＂four comprehensives＂are the methodological requirement for the deepening of the reform and opening-up drive.
