摘 要:服务型政府建设推动了公共服务理论与实践的发展。然而,公共服务制度自身的发展却出现了重供给、轻评价的不平衡性。我国建立市场经济体制以来,主要的公共服务绩效评价方式——"社会服务承诺制"和"万人评议机关"的做法,各有其优点与不足,两者都存在绩效评价主体结构不合理、绩效评价制度建设缺乏法律法规保障、绩效评价注重组织个体绩效而忽略整体绩效、评价制度与其他制度衔接时所体现的统筹性不足等问题。所以,公共服务绩效评价制度的完善应从构建以公民为本位的多元评价主体、强调评价制度的法制化和注重评价制度的整体性设计三方面进行。The construction of service oriented government promotes the development of the theory and practice of public service. However, the development of the public service system itself has the imbalance of paying attention to the supply system and despising evaluation system. We analyze the the advantages and disadvantages of the "social service commitment system" and the public appraising government which are the main public service performance evaluation systems since the establishment of market economy system in China. And it is found that both of them exist the main structure of the performance evaluation is not reasonable, and the performance evaluation system construction lack of the guarantee of laws and regulations, as well as the problems which performance evaluation is focusing on individual performance while ignoring the overall performance evaluation system and other institutional convergence is not enough reflect the overall lack of co-ordination. The perfection of the public service performance evaluation system should be constructed in three aspects: the multiple evaluation subject taking citizens as the center, the legal system of the evaluation system and the focus on the overall constructionfocus of the system.
