摘　　要：产业扶持担保基金主要作用是政府与金融机构落实"双创"政策、以期达到支持地方经济转型发展。本文以韩城市产业扶持担保基金为例,利用AHP层次分析法,通过TOPSIS模型对县域产业扶持担保基金运行效果进行实证分析,形成客观评价,并在此基础上提出政策建议。The main role of the industrial support guarantee fund is to implement ＂exploration and practice policy＂ by the gov- ernments and financial institutions with the hope of supporting the transformation and development of the local economy, Taking the industrial support guarantee fund in Hancheng city as an example, using AHP and TOPSIS model, the paper makes an empirical analy- sis on the operation effect of the county-level industrial support guarantee fund, draws an impersonal opinion, and thereby puts forward policy recommendations.
