摘　　要：我国社会管理体制改革经历了从管理到治理和善治的发展历程，这是新中国成立六十多年来在社会建设方面经验和教训的总结。社会治理概念的提出，是国家和社会关系发展的应然，也是新时代发展的现实必然，它强调多方参与、通过平等的对话、沟通、协商、协调等办法解决社会问题，实现社会和谐稳定、充满活力。其实质在于处理好政府、市场、社会三者的良性互动关系。新时期社会治理体制改革要转变社会治理理念、创新社会治理手段、夯实社会治理基础等，最终实现政府负责、全社会参与、秩序井然的全新社会治理格局。Social management system reform in our country has experienced from the management to the development of governance and good governance,it is the founding of new China 60 years in the social construction of experiences and lessons of summary.The concept of social governance is ought to be in the development of national and social relations, also is the realistic necessity of the new age, It emphasizes that participating ,through equal dialogue ,communication, consultation ,coordination and so on way to solve the social problems,to achieve social harmony and stability,dynamic.Its essence is to deal with the government,market and social benign interaction.Social management system reform in the new period to shift social governance concept,innovation of social management means,strengthen the foundation of the theory of social governance,Finally realizing the government responsibility,the whole society to participate in and order a new pattern of social governance.
