摘  要:文中以我国两位数工业行业为研究对象,将《大气污染防治法》这一书面环境立法管制引入工业行业全要素生产率增长的研究中,运用倍差法原理实证检验了《大气污染防治法》的修订与实施对提高中国工业全要素生产率的作用,并检验了环境立法管制的边际效应。结果表明,我国的环境立法管制显著提高了工业行业的全要素生产率,环境立法管制的边际效应随时间推移呈逐步增强态势。政府制定严格的环境立法,实行严格且适宜的环境管制能够取得生产率增长和保护环境的"双赢"结果。中国书面环境立法的重要性勿容置疑,认为中国书面环境立法不重要或者执行效率低的观点缺乏事实依据,据此提出了相应的对策建议。Choosing China's double-digit industries as the research object,taking the written environmental legislative regulation " Atmospheric Pollution Prevention Law" into the research of industrial total factor productivity growth,and by applying the principle of difference-in-differences method,the effect of Atmospheric Pollution Prevention Law's revision and implementation to China's industrial total factor productivity was empirically tested,and the marginal effect of environmental legislative regulation was also tested. The results show that China's environmental legislative regulation significantly improved industrial total factor productivity,and the marginal effect of environmental legislative regulation had a gradual increasing trend over time. Therefore,the government setting strict environmental legislations,implementing strict and appropriate environmental regulations can achieve "win-win" result for productivity growth and environmental protection. There is no doubt that China's environmental legislation is important,and those views that China's written environmental legislation is not important or its execution efficiency is at a low level are lack of factual basis. Finally,corresponding countermeasures and suggestions were put forward.
