摘　　要：国际多方的联合研发是发展中国家在短时间内提高科技能力、增强竞争实力、扩大对外开放的必由之路。由于高新技术科技含量高,竞争性强,所以其中涉及到的知识产权转让和保护问题越来越受到各国的重视。深入分析国际多方联合研发中的知识产权归属,及产权转让的权益保护,提出二次产权转让权和权益保护规制,为我国参与国际联合研发的科研单位和企业确保自身利益提出相应对策。International multi joint research and development is the only way for developing countries to improve scientific and technological ability, enhance the competitiveness and expand the opening to the outside world in a short period of time. As a result of high technology content and competitive, it is more and more attention of many countries to transfer and protect the intellectual property rights. In--depth analysis of the ownership of intellectual property in international multi joint research and development, and the transfer of property rights to protect the rights and interests of proposed secondary property transfer rights and protection of the rights and interests of regu- lation, for our country to participate in international joint research and development of research institutes and enter- prises to ensure their own interests, the corresponding countermeasures are put forward.
