摘　　要：目前正在开展的农村集体土地承包经营权确权工作,目的是明晰权属关系,用现代技术和信息化手段开展确权工作,为日后开展土地经营权流转、土地纠纷调处、完善农业补贴政策、进行征地补偿和抵押担保提供具有法律效力的依据。农村集体土地承包经营权信息系统建设是本次土地确权工作的关键环节。本文结合确权工作实际,论述了系统的主要功能、实现的技术手段和方法,对农村集体土地承包经营权管理系统的建设具有指导和借鉴意义。The purpose of the currently ongoing Rural Collective Land Contractual Right work is to clear the ownership relations, with modem technology and information technology means to carry out the right approval work, and provide informative basis for the future work such as land management right circulation, land dispute investigation, improve agricultural subsidy policy, land expropriation compensation and mortgage guarantee. Rural Collective Land Contractual Right Management Information System construction is a key link of the land right approval work. In combination with actual right approval work, this paper discussed the systems main function, realization of technical means and methods, which has guidance and reference significance to the application and construction of Rural Collective Land Contractual Right Management Information System.
