摘  要:网络舆情具有自由性与可控性、互动性与即时性、情绪化与非理性、个性化与群体极化性四组特征。政务微博成为政府与公众崭新的沟通工具,在突发事件网络舆情引导中发挥重要作用。政务微博已进入常态化运营阶段,当前各类政务微博在平台建设、信息联动、风险防范、信息发布、政民互动等方面存在诸多问题。提高政务微博在突发事件中的网络舆情引导能力,亟需从组织管理、网络舆情监测预警、信息发布、媒体协调联动、议程设置、意见领袖培养等六个方面构建具体的政务微博的舆情引导机制。The network public opinion has the characteristics of four groups, which are freedom and Controllability, interactive and instantaneity, emotionality and irrationality, Individualization and group polarization. The Government microblog has become a new tool of communication between government and the public,which plays an important role in guiding network public opinion in the emergency. Current government microblogs at all levels have problems such as information platforms, information synchronizing, information release and the interaction between government and people. To improve the ability of guiding public opinion,the paper explores from six aspects, organizational management system, network public opinion monitoring and early warning mechanisms, information dissemination mechanism, media coordination linkage mechanism,media agenda-setting mechanism,training mechanism of public opinion leaders.
