权责一致:责任政治建设的基本前提

摘　　要：责任政治建设是国家治理现代化的重要内容,权责一致则是责任政治建设的基本前提。权责一致意味着公共权力行使者履行职责和义务应与其所拥有的权力相匹配,该原则有其丰富的思想渊源和深刻的理论逻辑。然而,由于公共权力所有者与行使者的二元分离、制度规定与权力运行的轨道偏差,以及现代官僚制自身的内在缺陷,权责背离的现象仍普遍存在。消除权责背离现象,需要明确责任主体,构建科学合理的权责关系;坚持以人为本,加强责任主体的责任伦理建设。The construction of responsible politics makes up an important part of the modernization of state governance,and the consistency between power and responsibility is a basic prerequisite for the construction of responsible politics. The consistency between power and responsibility,a principle with a long ideological history and profound theoretical logic,signifies that the duties and obligations of the executors of public power should match the power which they possess. However,the inconsistency between power and responsibility is still widespread because of the binary separation of the possessors of public power from its executors,the track deviation of institutional regulation and power operation,and the inherent defects of modern bureaucracy. Eliminating the deviation of power and responsibility requires defining the subject of responsibility,constructing a scientific and reasonable relationship between power and responsibility,sticking to the people- oriented principle,and strengthening the ethics construction of the subject of responsibility.
