摘　　要：长期以来,开发区托管行政区成为开发区发展的主流模式。文章梳理了开发区托管对行政区划、被托管区域以及开发权限的影响,从体制方面和空间方面分析了开发区托管行政区的原因,深度探索开发区托管主体的法律地位和行为法律性质。最后,结合国内外经验,建议通过完善法规、引导专业化发展、推进与行政区划融合等手段促进开发区深入发展。For a long time, the development zones＇ hosting the administration areas has become the mainstream mode for the development of the development zones. This paper reviews the influences of the trusteeship on administrative division, the managed areas and development authority, analyzes the causes of the trusteeship in terms of system and space, and tries to explore its legal status and nature. In the end, combined with the domestic and international experience, it also suggests that the development zones should be further accelerated by perfecting laws and regulations, guiding the professional development and promoting the integration with the administrative division.
