协商民主视角下突发事件网络舆情导控目标及实现策略

摘　　要：协商民主理论对于推进突发事件网络舆情导控工作开展具有较强指导意义和适用性。协商民主的核心思想是体现价值的多元性和包容性、强调平等、倡导全民参与和协商、提倡公开和理性。基于协商民主理论,突发事件网络舆情导控目标可以确立为提升突发事件网络舆情信息流导控效率;贯彻落实导控民主性建设,重视民情民意;构建理性网络环境及和谐社会氛围。为实现这一目标,需要坚持以协商民主思想统领导控工作,建立健全导控主体增补机制和多元主体信息沟通机制,构建立体性社会配套跟进措施。Deliberative democracy theory has a strong guiding significance and applicability to the promotion of guidance and control of network public opinion of emergency. The core idea of deliberative democracy is to reflect the diversity and inclusivity of value, to emphasize equality, to advocate the participation and consultation of all the people, and to promote openness and rationality. Based on deliberative democracy theory, the guidance and control target of the network public opinion of emergency can be established as improving the guidance and control efficien- cy of information flow, implementing the democracy construction with stress on public opinion, and constructing a rational network environment and harmonious social atmosphere. Achievement of this goal needs not only the delib- erative democracy thought to guide and control work, but also the establishment of main supplement mechanism a- long with multi-subject information communicating mechanism and the construction of solid society supporting fol- low-up measures.
