地方政府治理现代化的现实困境与路径选择

摘　　要：地方政府治理现代化是国家治理能力现代化的重要部分,在当今我国社会转型的关键时期,实现地方政府治理现代化是必要的。我国地方政府治理现代化存在社会治理资源与政府资源无法有效整合、利益化趋势严重等问题。有必要以社会治理促进政府职能转变,提升地方政府治理的民主性,实现地方政府治理的法制化,进而全面提升地方政府的公共治理能力。The modernization of local government governance is an important part of the modernization of national governance capacity. In the key period of the social transformation of our country, it is necessary to realize the modernization of local government governance. Through discussing the reality dilemma of the governance of the local government in our country,we find that there are some problems such as the social governance resources and the government resources can not be effectively integrated, and the trend of interest is serious. Based on this, it is necessary to promote the transformation of government functions in social governance, enhance the democratic governance of local governments, the realization of the legal system of local government governance, and further enhance the ability of local government＇s public governance.
