摘　　要：通过对京津冀地区高校图书馆主页所揭示的开放获取资源调研,分析了开放获取资源在组织、管理和使用中的问题,提出以地区或联盟模式,开展开放获取资源的合作建设,借助联盟成员馆的不同优势,挖掘更多的开放获取资源,并对其进行科学的组织与管理,提供检索的途径,真正发挥开放获取资源的作用。Through to the university library homepage to reveal the beijing- tianjin- hebei region of open access resources research,this article analyzed the open access resources in the organization,management and use of the problem,put forward the region or alliance mode,cooperation construction of open access resources,took advantage of union members,mining more open access resources,and carried on the scientific organization and management,to provide ways to retrieve,play the role of open access resources.
