推进甘肃省非公有制经济跨越式发展问题研究——基于后发优势理论的视角

摘　　要：甘肃非公有制经济自改革开放以来取得了长足的发展,但相比发达地区来说存在规模小、主体少、发展慢、层次低等问题,仍处在一个较低的发展水平。现阶段,甘肃应该利用其后发优势,政府要转变观念创造良好的经济环境,畅通融资渠道,指导企业建立现代管理制度,加强对小微企业的监督管理,使之成为全省实现跨越式发展的有效突破口,助力甘肃经济的发展。Great progress has been made for the non-public economy in Gansu since the reform and opening up, but com- pared with the developed areas, it still is in a relatively lower level of development, which mainly includes： small scale, less subjects of development, slow speed of development and lower level of development. At present, it is suggested in this paper that Gansu should make use of its advantages of backwardness and change the idea to create a good economic environment and make the financing channels be smooth. Besides, enterprises should be guided to establish a modern management system and the supervision and management for small and mini-enterprises should be strengthened as well to make them be an effective breakthrough of leapfrog development of Gansu economy.
