体育场馆运营支持政策的现存问题、不利影响与应对策略

摘　　要：采用文献资料、专家访谈等方法,就体育场馆运营支持政策问题进行研究。认为:现有支持政策存在财政补贴范围多局限于体育系统且过程不透明、税收优惠政策适用范围极其有限、能源支持政策难以落实、用地政策主要适用于政府投资建设的公益性场馆和体育场馆经营权未能放开等问题;导致场馆从业机构市场主体地位严重不平等、难以公平竞争,社会场馆生存困难、投资不足、挤出效应显著,阻碍行业创新进步,市场配置资源决定性作用难以发挥和滋生设租寻租行为等方面的不利影响。提出引导社会力量投资场馆,将社会场馆纳入政府购买和各类财政补贴范围,修改场馆自用房产和土地涉税政策,落实能源价格优惠政策,鼓励企业参与场馆运营等应对策略。With the methods of literature review and expert interview, this paper analyzed the supporting policy of the sports venue operation. It states that the existing problems of the supporting policy are as follows： a sport-oriented subsidies scope with an opaque process,a restricted preferential tax policy range,a hard-implemented energy supporting policy and a closed operation right of sports venues. Besides, the land policy mainly goes for the venues built by the government for public interest only. These problems lead to the unequal market status of the operation organizations of the venues, a hard survival for social sports venues with the low investment and crowding-out effect, which will restrict the industry innovation and weaken the decisive role of the market resources, as well as the occurrences of rent-setting and rent-seeking. The study proposes that social investment should be introduced into the venue operation; social venues should be brought into the government purchase and subsidies categories; the tax policy on the venues for self-use and property tax should be revised ; the preferential energy-price policy should be accomplished and enterprises should be encouraged to involve in the venue operation, etc.
