日本公共体育设施指定管理者制度分析及启示——基于政府职能转变的视角

摘　　要：日本自2003年9月开始推行的指定管理者制度对我国改善公共体育设施现状具有借鉴和参考价值。剖析指定管理者制度的内容、特征与经验,如政府应切实履行统筹规划职能、运营管理的主导职能、业务委托职能、引导职能等。在此基础上指出:对运营管理模式的改革创新进行统筹规划、承担运营管理的主导职责、将部分业务工作委托给民间组织、引导民间组织专注于提供公共体育服务,是我国转变政府公共体育设施管理职能的对策选择。Japan＇ s designated manager system, carried out since September 2003, has reference to the improvement of public sports facilities in China. The paper endeavored to analyze the content and characteristics of the system, trying to draw some experiences from it, which included the government ＇ s roles in the implementation of overall planning, operation and management, businesses commission as well as guidance, etc. The study thereafter indicates that an overall planning should be well done to innovate the operation management system; the government should play the dominant role in operation management, while entrusting part of its work to the folk organization, and guiding them to focus on providing public sports service.
