政策网络视角下大学生创新创业政策变迁的实证分析——以江苏为例

摘　　要：鼓励大学生进行创新创业是中国在新时期适应社会经济发展需要的重要举措,对于全面深化改革、培植发展动能、促进大学生的发展、实现共同富裕具有重大的现实意义和长远的战略价值。本文基于政策网络理论,对江苏大学生创新创业政策进行深入研究,并结合江苏大学生创新创业现状,通过构建解释框架对江苏大学生创新创业政策变迁进行实证分析。得出为了进一步推进江苏大学生创新创业,还需要解决政策重叠,重出台,轻执行,多头管理等问题。In recent years, as the scale of the college graduates is increasing year by year, the employment pressure is also growing, and the innovation and entrepreneurship policy of college students is the important way to ease the pressure of employment. Therefore, based on the policy network perspective, the content and process of the important policy changes of College Students＇ innovation and entrepreneurship in Jiangsu Province, and combined with the current situation of college students in Jiangsu Province, through the construction of the framework to explain the path and the results of policy changes to promote the improvement of relevant policies.
