提升城镇化的政策机制研究——基于地租优惠与公共品供给协同优化的视角

摘  要:文章基于一个标准的实物期权模型,研究了地租优惠与公共品供给在提升城镇化过程中的协同优化路径问题,以期提供政策的理论依据。理论模型推导表明,在以产业发展为基础促进城镇化的过程中,地租优惠和公共品供给存在优化组合路径。具体来说,在城市集聚效应作用下,产业越发展,企业负担的地租率越低,单个企业的价值会更高;而地方政府从地租中获得的用于公共产品供给的资金将会越多。数值模拟进一步支持了理论假说。研究得出:地方政府应该以适当的地租收益来完善城市的公共产品和公共服务;城市应在比较优势的基础上提高专业化程度和集聚效应,以此来发展产业。这样,地租优惠和公共产品供给与城镇化提升将形成良性循环。Preferential land rent and public goods supply in the process of urbanization are studied, in order to provide the theoretical basis for the policy. Our model shows that there is the optimal combination path of the preferential land rent and the public goods supply in the process of urbanization. Specifically, when taken into account of the agglomeration effects of the city, the more industry developed; the lower burden of land rent for enterprises, and the value of individual enterprises will be higher. At the same time, the more abundant fund is available for urban public goods supplied by local governments. Further, the numerical simulation supports our theoretical hypothesis. The policy implication of this paper is that the local government should improve the urban public goods supply and public service with the income of land rent. Cities should develop the industry by improving the specialization and agglomeration effects on the foundation of comparative advantage. In this way, the preferential land rent, the supply of public goods and the promotion of urbanization produce a virtuous circle.
